Shopify Plus Partners can now create Shopify Plus Sandbox Stores. These stores are a sandbox store that includes most of the features that are available on the Shopify Plus plan, so you can learn how to build on Shopify Plus and create demos for prospective merchants.
Key features of Plus Partner sandbox stores
Make an unlimited number of test purchases through the bogus gateway payment provider.
Process an unlimited number of test orders, and up to 500 real orders instead of 50.
Create an unlimited number of unique products.
Access Shopify Plus features in the admin, such as the Wholesale channel.
Access Shopify Plus apps, such as Flow, Launchpad, and Transporter.
Use Shopify Plus API call rates.
Access custom checkouts (ask your partner manager to enable this feature).
Install paid apps. You need a card on file to install a paid app, but you will not be charged. Otherwise, you can install partner-friendly apps only.

Great news for Plus partners.
Many app developers, like Rewind, would still benefit from being able to test Plus functionality for our apps. However we don't refer Plus leads to Shopify, so we can't qualify as a Plus partner (at least that's my understanding...)
Is there a way for non Plus partners to create Plus test stores?
Oodles of +1's for what Rewind Mike said above... we've been asking for this for some time now, it finally arrives and it's limited to Plus Partners only! Such a shame.
We too work behind the scenes to make it possible for Plus Partners to bring larger stores onto the Plus platform through our custom integrations and apps, but we too are not actively generating plus leads, therefore no Plus Partner status.
Please can this be considered so that we can proactively start building useful Plus tools and apps without having to rely on handouts from our Plus Partner friends?

I actively develop Plus shop functionality for my Plus customers, and yet because I am not considered a Plus Partner, my development Shop has been neutered for Plus functionality. Seems a shame that bit twiddling is too hard for Shopify to offer to developers of Plus stores that are not considered Plus Partners. Your walled garden approach almost certainly fosters some weeds and you're preventing some flowers from blooming in there.

I actively maintain 5 Plus stores but since my Partner Manager became a Growth Coach, I’m a freelancer, and “growth” isn’t really part of my strategy, I’m also locked out of the inner circle of Plus Partners.
One of my clients effectively pays for their dev store right now (as one of their 5 allowable instances included with their contract.)
