Canary Islands VAT Tax exemption / VAT Exemption

Did anybody set up an ecommerce in Spain? How did you configure your tax settings for the IVA/VAT exemption for the Canary Islands?

Spain VAT is 21%, this is how we have the shop setup. What I need is that the system recognizes that it has to charge 0 VAT for speficic regions. 

I have tried to set it up with tax override but it doens't seem to work or I'm not doing it correctly.

Go to Settings/Taxes/Spain - you will see a list of provinces with the ability to set VAT rates for each.  Does that do it for you?
