I am currently trying to set up taxes in Canada and am having some issues.
According to this link https://www.canada.ca/en/revenue-agency/services/tax/businesses/topics/gst-hst-businesses/register-a... I am a small supplier and do not have to register for a registration number. However it seems Shopify requires a registration number to charge taxes.

Great question. Taxes can be difficult to figure out, even on the best of days. The first thing I always say and the message I want to get across is to visit and talk to a professional accountant or your local tax office about this. I would personally register for taxes in the off chance my store/ business would grow where I would end up not being a small supplier anymore. But I completely understand why you wouldn't if you don't need to.
You should be able to update taxes regardless of registration. Can you explain where exactly you are running into this problem and perhaps share a screenshot (please blank out any details which don't need to be seen) to give a better understanding of where this error is? Something to note id that doesn't automatically update non-US tax rates. This is something you would have to manually adjust in your tax settings.

If you are a small supplier, you may not have to charge GST/HST until you are no longer a small supplier. You can choose to voluntarily register with the CRA if you expect that you will exceed the small seller criteria. You can find more information about registration here: https://www.canada.ca/en/services/taxes/gsthst.html
If you are a small supplier who does not have a registration number, you may not need to charge taxes yet - so for now you can safely turn those settings off. Once you've registered for GST/HST - you can return to this section, enter in your GST registration number and we will automatically charge the correct GST and HST for you as required.
