Your product is so very niche and targeted, I dont think facebook ads is the way for you. The way I would choose is partnerships with tattoo parlours. Ask them to place you on their websites and earn commission for each online sale through them.
Or if you do run ads, the targeting will have to be very narrow like interests - tattoo removal, laser tattoo removal etc. I am not sure if you will find these.
One way - Follow up with the abandon carts and ask why they did not buy (if their email ID is captured).
Also think... what conversion rate do you expect? I would have gone with 2 -3 % normally, from traffic to purchase, but your case is so niche I can't determine a rate.
So what you would have done is, if 2% conv is expected, you would have seen whether you got at least 500 visitors and then did about 2% convert? Because if you ran ads but just got 50 clicks = 50 visitors on site, then you cannot even expect conversions as per the conv rate and just need to drive more traffic. But very important in your case is traffic of the right kind/ people with a tattoo they want to get rid of.

I disagree with Karan, I think Facebook can help Summit Dreams convert visitors into customers if used properly. I think the strategy should be driving traffic to your site with other advertising channels and then using Facebook to retarget visitors who took specific actions on your site.
For example, Tatto Removal has 30,000 searches per month on Google and Tattoo Removal Cream has 4,300 searches. Your strategy should be search focused, with an organic SEO strategy and a Google Shopping Campaign Strategy. This will drive more traffic to your site.
From there, you can retarget those visitors with Dynamic Product Ads on Facebook or content about your product.

As Luis says if your first drive people to your store from Google Search, and retarget those via fb, that's a good idea. To clarify - Interested based targeting solely does not seem to be a good idea for facebook ads.
