I'm trying to create a discount code that can only be used by certain customer groups. I've created the groups and added them under Customer Eligibility, but in testing the code can still be used by people not in these groups.
The groups are based on email domain, but a test order placed using an email not in the list of domains will still enjoy the discount if entered.
Is this a bug?

I understand you're having troubles with creating a discount code for specific customers only, and I'd love to jump in and lend a hand to resolve this.
In terms of the customer group you created, did you create this group by filtering your customer list by email domain, as outlined here?
If you're testing this discount code on your own device, it's also possible that the discount code may be cached on the browser you're using. To check if this is the case, please clear your browser cache, and then try to checkout again with an email address that isn't included in the customer group. When you do this, does the discount code still apply to the order?
