Facebook Advertising Business Recommendations

Sorry if this has been covered previously but I am looking for help/recommendations on businesses that actually build FB ads and audiences not just provide analytics.

I have been running FB ads for 5 years or so and finding it harder and harder to understand! It is my main source of advertising as I have now opted out of magazine print ads. I really need help as I just don't get the conversions to sales like I did years ago. I am looking for someone reputable (known and recommended by Shopify) to build ads and audiences for me that will work as I have spent hundreds of $$$ lately with few results. To be honest, I just don't have the time to learn all the ins and outs - I am a one woman business looking to outsource my advertising needs.

Does anyone use AdEspresso? Do they offer this service?
