It depends on the app or feed management tools you are using.
For example on my application you can submit a text delimited file then add multiple countries by going to Google Merchant Center > Products > Feeds > click on your feed > settings > add the countries.
However it's rather pointless. Using Google's currency conversion will only give you 10% or less of potential traffic. If you are serious about advertising you need to localize. IE have the same language and currency as the target country, in this case you get the full potential of traffic.

Make sure you only use 1 data feed solution. Submitting multiple feeds may get you suspended if you are submitting the same product more than once.
The best practice is to stick with one solution. So if you want to use manual data, that is fine, but remove any other feeds.
Also remember manually adding data, which means you need to manually update the prices and availability. So if you have a lot of products, it is best to use an automated system.

Content API does not allow a product to have multiple countries. The workaround is to submit a new id for every country.
Shopify's official app and our Google Shopping Feed app follows a similar approach. product ids we use have the following format shopify_{country}_{product}_{variant}

There are three options
1) If the app you are using has the option, toggle on multiple countries. Contact the app support or check the documentation
2) If the app has the option, toggle on multi currency, such as my application which allows you to pull the currency for each target country
3) Use the default data feed and enable the multi countries. Go to Google Merchant Center > products > feeds > click on the feed > settings > add the countries (only works with static feeds, such as my application)
Hello Emmanuel, I'm super desperate, hope you can help me. I am actually selling in the US through Google, I synched my products through shopify, so I don't have a manual feed. Now I want to sell in other countries. I added these countries through Merchant Center in shipping services and added the shipping fee to each country with the right currency, but my products are disapproved because of Missing value (shipping). WHY? It says the source is Content API, but the products in my web are available for these countries with the right shipping fee. Thanks in advance!
Go to Google Merchant Center > products > diagnostics and check what the issue is.
Most likely the currency of the shipping prices do not match the currency of the feed.
However it is all guesses as I can look into your account.
