Linking product reviews to customer accounts

I want to integrate a review app in my wine website, but ideally I’d like to be able to do new recommendations to customers based on how they rated other wines. Therefore, is there any review app where you can connect the review to a customer account?

This is something it has to be done custom

We can use the data collected from the application and shopify database and run the statics and get the data and take action
