When you change your bid stretegy, Google ads goes into Eligible (Learning) mode. It simply means that your ads are eligible to run but Google is learning based on your past bids and performance. In your case its new website and new ads so it should start running the ads.
Make sure you have setup the required budget. It will be working fine and can take upto 2 weeks. If it still not working then you need to check the conversion settings as well.
In the beginning, I recommend you change to manual bidding so you can collect some data. Using automatic settings from the beginning may slow down or not have good effects on your advertising efforts.
Once you have collected sales you can convert to automatic bidding. The recommended minimum is 20 sales in the last 30 days. Anything less then this you should stick with manual bidding.
