As far as I know Shopify does not offer a reward/point system where return customers would get points by purchasing from our shop.
Does anyone know of an app that does this?

The Reward Points in Magento 2 is a new extension by which customers will earn reward points. It is designed to attract customers and achieve marketing goals.
This loyalty program is based on the behavior of the customer such as what he buys, how to review. This helps you keep old customers in your store and increase your sales.
If you also want to expand your store and want more customers, then you must use it.
There is one app. that has an excellent loyalty and rewards program and plus other main features as Social Reviews, Wishlists, Social Login, Referal program and Instagram galleries.

Rewards if a person has sales:
-The sale you have seems to be a nice deal, however, when you make such a big amount off it might devalue your product. People always need to know why you have made such sales, is it a seasonal sale? or is it because there is no demand for it? Does that mean the product is bad?
Instead of giving a discount for nothing, give them rewards for completing certain actions on your store ex. for creating accounts, for leaving a review, for sharing your site, for spending money on your site. It is not difficult for a user to do and you will get so many actions on your site, and you are having discounts anyway.
Rewards for expensive things:
The items in your store are more on an expensive side, therefore I recommend giving back to your customers by rewarding them with free shipping, discounts, and other goodies for spending a certain amount of money on your site. That way, letting your customers know that you care about them.
Rewards for repetitive purchases:
The items on your store are something that will most likely be purchased by one person several times. For better customer retention I recommend using Rewards program by Growave, that will give out various discounts depending on how much a person has spent on your store or how many actions he/she has completed (left a review, shared the site, created an account, etc.)
