Due to COVID and limited availability of staff, Shopify has reduced the number of available support channels. Hence the phone/chat functionality might not be back for a while.
I can suggest a few other ways to get support:
1. Try sending a DM on their twitter handle. Shopify has a dedicated support twitter handle and I can see that they are active there. https://twitter.com/ShopifySupport
2. You can share your problem in the community forum. Fellow community members / Shopify community managers can help you find a solution.
3. You can also take a look at their help docs and see if there's a relevant blog for your issue.
