I am sorry to hear that you are experiencing this issue. What I would recommend in this case is clearing your browser's cache. You can do so as per this guide. Once the cache is cleared, please go to Settings > General and make sure your phone number is listed with your address:
Once this has been filled in go to Settings > Payment Providers and complete your Shopify Payments setup.
