Add a carrier to the list displayed when adding tracking numbers

When fulfilling an order the tracking details are pasted in and the carrier is selected from a drop down list. How can we add a carrier to this list. Presently we use Toll, Stratrack and Australia Post. Only Australia Post shows in the list.
