Adding Suburb Deliveries & Custom Message to Checkout

I have a florist business, www.fabulousflowers.myshopify.com and needing some assistance with adding specific delivery areas and related fees to each of my products.

Can anyone assist with the creation of this?

Did you end up finding a solution to this? I have a client who is a florist and needs to set up delivery fees for each postcode as well.
