When verifying a new card on an account, Shopify will charge $1 to your credit card to make sure that the card works. If the test charge is successful, the $1 fee is imminently refunded back to the cardholder. In reference to the error you are seeing, it sounds like your bank has rejected the $1 test charge. Can I ask if you are using a pre-paid, debit or a credit card? At the moment, Shopify can only accept credit cards for subscription plans.
