[Checkout UI Bug] Saved billing address autocompletes country but not province

Shopify I'm noticing an interesting bug in my store checkout.

When a customer of mine returns for the first time (so this would be their second purchase), they have a saved address. Now if that saved address is say in the United States but they're currently geolocated elsewhere, ex. Canada, and they choose the "New Billing Address" option, the saved address gets autocompleted into the billing address form. Every field gets autocompleted correctly except the province field. Because if I click on the province dropdown, I see that the Canadian provinces are listed despite the country field being populated with the United States.

The bug only happens on that first render though. The provinces/states dropdown does re-render if the customer actively changes the country, or if they refresh the page.
