We have an online store currently utilizing Basic Shopify plan. For shipping, we would like to offer our customers, two options:
1) if they choose local pick up, then no shipping fees and no notifications to be sent to DHL
2)If they choose shipping, then there should be a shipping fee based on their selection of country/city
For a small requirement such as "local pick-up", we see no point in procuring an app. Based on the scenario shared above, can you please advise that best way forward?

You can create a local pickup shipping rate easily within your shipping settings by setting up a manual Free Shipping rate and calling it "Local Pickup". You can refer to this doc for assistance with setting that up!
In order to offer live rates from DHL at your checkout, you will need to enable the carrier calcualted shipping feature and utilize an app to integrate DHL. In order to activate CCS, you can contact our support to have the feature added for $20/month a la carte. Alternatively, you can switch to annual billing and receive the feature for free.
You can use an app such as DHL Express to show DHL live rates within your checkout.

As Stephanie from Shopify suggested, you can just manually add local pick up for your shipping settings based on the zone you want that for - this shouldn't be integrated to any courier since it's a manual shipping option you're putting in and you can just set the price as $0 .

Mukesh1 : A Flat rate rule can be created and you can name it 'Free Shipping' under your Shopify shipping settings. Then in order to get carrier calculated rates, You can remain on the Basic Shopify plan and add the live carrier rates feature for as little as $0/month if you switch to yearly billing (this also saves you 10% off your plan, so for a lot of users this is the way to go). Slowly, with growing business, you may be required to charge separate services and add markup to the rates or provide discounts based on zones or total order weight or price. If this is sounding similar, you can try the Multi Carrier Shipping label app which has support for DHL as well.
