Errors when trying to set up shipping

With the temp closure of our brick and mortar business to help reduce the spread of Covid-19, we set up our online store and were trying to set up in person pickup.  When setting up shipping profiles, we discovered there was no general shipping profile for our shop.  We've cleared cache and browser history, deleted and re-installed browsers and tried variousbrowsers.  When we try to set up a shipping profile, we get the "The shop has not migrated to delivery profiles" error.

What are we doing wrong?!
