My supplier charges $4.99 to ship a single product to a customer within the United States and $1.50 more for each additional product. That same supplier charges $7.50 to ship a single product worldwide and $5.95 for each additional product. Accordingly, my site is set up with a US Flat Rate of $4.99 and a Worldwide Flat Rate of $7.50 with the condition that they should apply to any purchase with a price of at least 1¢.
This is not what is happening during a test checkout. Instead, the customer is being charged the additional rate first for shipping by default and they can even choose the shipping on their own rather the system choosing it for them based on their order. Further, nothing changes when the quantity updates. I really can't afford to add another app to my monthly bill. Will someone please advise on how to solve this problem within the existing basic framework? Thanks in advance.

I sure could use an answer to my problem since this solution limits my sales to the US.
