High risk of fraud detected

Hi there. 

This is my first fraud message and I'm quite worried. 

I have emailed the person and he said to proceed with the order, although when I check the address. It seems to be not a residential area. 

 

These are the indicators: 

  • Characteristics of this order are similar to fraudulent orders observed in the past
  • Card Verification Value (CVV) isn't available
  • Billing street address doesn't match credit card's registered address
  • Billing address ZIP or postal code doesn't match credit card's registered address
  • There were 4 payment attempts
  • Payment was attempted with 3 credit cards
  • Location of IP address used to place the order is Queretaro, Mexico
  • Shipping address is 3 miles from location of IP address
  • Billing country matches the country from which the order was placed
  • The IP address used to place the order isn't a high risk internet connection (web proxy)

Could anyone help or explain what I should do? I feel like refunding the order, but if I do, what should I say?

Or am I over-worrying?

Update: I have just google translated the email and it means 'stupid' in Spanish

Update: He has used 4 different names on the credit card before getting a successful one. 

This is definitely a scam/fraud right?

Highly highly recommend cancelling the sale. One sale not worth the potential trouble and ALL the red flags are there. You can just tell them that you cannot accept the provided method of payment and they are welcome to reorder with a different payment method.
