How to supply vendors with shipping labels on Multi Vendor marketplace ?

Hi everyone,

I find difficulties to enable the shipping methods for my sellers Multi vendor marketplace.
I will not pay the shipping fees and do not manage the shipping.
The sellers agreed to pay it.
But when I go to feature apps and activate the add-on " Shipping ", the seller cannot have the shipping methods on their dashboard.

Could please tell me how I can fix it ?
