Ren here from the Shopify support team, happy to help out here.
When PayPal deactivates, it simply defaults back to the same method of getting it set up. To do this, head over to Settings > Payment Providers and scroll down until you see the PayPal payment gateway. From there, click Activate Express Checkout. This will take you to the PayPal screen where it will continue it's own prompts for adding or signing up for a business account. Follows those prompts and you should be all good to go!
If you run into any issues where the next screen doesn't want to load and it seems to get stuck in a loop, try clearing your cache, attempting in a different browser entirely or using incognito mode to bypass the glitch. Let me know how that goes!
