Medium Risk Fraud Alert

4 0 1

I had a customer place an order last week no issue and then placed 2nd order today and their second order has medium risk. I don't understand why the second order would get the alert but not the first. As far as I can tell all is the same. They paid via Paypal Express. We emailed the customer and they responded right away confirming everything.
