Hello, I've recently launched my website and added PayPal Express Checkout. However, my customers are unable to complete their orders as they are receiving this error message from PayPal "Sorry we can't complete your purchase at this time". I would really appreciate it if you could help me resolve this issue. Thanks!!!

I'm not entirely sure where this issue would be stemming from, however since it is happening on Paypals end the best place to get a concrete answer is by reaching out to Paypal support. You can reach out to them by logging into your Paypal account and either calling or emailing them by using this link: https://www.paypal.com/ca/smarthelp/contact-us
If they are able to offer a solution to this error, please feel free to post it here so that I can add it to my notes to help merchants that run into this in the future!
