Printful Shipping Rates Overriding Shipping My Rates

I have updated my shipping rates three times, each time either duplicate shipping displays or Printful shipping overrides the rates I've created. I have shipping set up free for all items, all those rates have disappeared. Not sure what I'm doing wrong here, I should have launched by now but can't because shipping keeps breaking and showing Printful rates instead of the free shipping I've set up for all items.

Shipping and Delivery > Shipping > General Profile 

Shipping and Delivery > Printful Manage rates for t-shirts
These rates or a variation of rates depending on region display instead of the rates above.

I'd suggest having a look at these two resources here: 

• This one is by Printful and explains a bit more about the free shipping set up process on our end
• This one is the shipping rates' manual by Shopify and the section there on creating free shipping rates could help
