Regarding paypal payment error "unable to process payment at this time, return to the merchant"

There is no solution. PayPal India does not support "international" payment
if your business base currency is INR. Truly don't get it what is the point
of PayPal offering its services to India based businesses when it cannot
support international buyers.

Expecting an India based business which has most of its customers based in
India hence INR as base currency to have some other base currency on their
website is just ridiculous.

I am from Colombia, so i guess that the same problem that happens in India happens worldwide?

If your base currency is different from customer's country currency you are out of luck. It wont work.
