You can easily set this up from the Shipping settings.
Go to Shipping settings > Manage Rates < Create the zones (or select it if you have already set) < Add rate < Add conditions

I am having a slightly different issue. I have set up a shipping profile to ship products from our Brick and Mortar store. However, the products that I have added to the profile receive an error when the user attempts to check out. The user completes the check out process but is then told that the products are not available for shipping to their home.
Any thoughts on how to fix this?
