Shipping Rate description doesn't show for customers with saved payment method

When a customer reaches the Shipping step at checkout, they see the shipping rates from the CarrierService API, including the description:

However, if the customer has a saved payment method, the description doesn't show:

Is there a way to have the description show up in all scenarios?

Interesting, are you creating the description with a script, or is the carrier generating that description?

 

The carrier generated descriptions seem to be working in both accelerated and standard shipping rates in my stores.
