If you purchase a shipping label in the Shopify admin, you don't pay for it right away. It is just added to your bill then we invoice you when it reaches a certain amount. For stores that process hundreds or even thousands of orders per day, it would be inconvenient for them if we charged their credit card every time they purchase a shipping label.
