Shopify Payments on Hold and No follow up email

Has anyone had Shopify put your payouts on hold? Its been 2.5 weeks since over $6000 have been on hold which is very bad since I have to pay suppliers, expenses and customers waiting on custom products.
I contacted support multiple times but front-line customer support does not do anything. They just keep telling me to email Risk operations which I did explaining everything is legitimate and still no answer... Need some help.
