Why Our Hosted Payment SDK causing negative stock inventory?

We built Hosted Payment SDK integration by following:

Our gateway is now live and listed on Shopify, however one of our Gateway User (shopify shop owner) reporting that using our gateway sometime it will cause product to have negative stock inventory number, which means customer are not prevented from paying even when the stock has reached 0.

 

Shop owner asked to Shopify support, and got answers about the cause is our Gateway "ignore inventory policy". What is "inventory policy"?

Where can I set it, can't find it on Partner portal?

Or is it API based, how?

 

Because it's not explained anywhere on the docs link above.

If any fellow Payment SDK dev or Shopify Guru can help, that would be highly appreciated
