wrong international shipping cost charged

In the set up, I put $30 for international shipping. However, only $14.49 was charged with the message "First Class Package International (0.0 lb). What needs to change so that in the future, it will charge $30?

Hi @peilin 

It sounds like you have USPS carrier calculated rates activated for the shipping zone to which this order was to be shipped. 

1. Make sure you have a separate zone set up for countries outside your home country that you will ship to. Don't have them in the same shipping zone.
2. In that zone for outside countries ensure you don't have the carrier calculated rates activated. Only have the option you described above.
