I am currently working to develop a public app that's intended to automatically answer customer chargebacks with pre-written responses that are selected based upon the case specifics. I was wondering if Shopify's API & TOS would permit access to these chargebacks, whilst allowing the app to automatically send responses to the customer's bank.

If the merchant is utilizing Shopify Payments we have a dispute API where you can see details about a chargeback. There is no way to respond via the API on their behalf : https://shopify.dev/docs/admin-api/rest/reference/shopify_payments
