Fulfill an order using API / "fulfillment": {"errors":{"base":["Cannot create fulfillment"]}}

Hi,

I am getting an error while calling a fulfillment API.  with Gift card product + other products. Both products are of the same location.

API URL: admin/orders/2621977559122/fulfillments.json

Request :

However, Both product is of location.
