Fulfillment - Required parameter missing or invalid

I am getting an error message when posting a Fulfillment REST request with the following parameters:

    "location_id": {a valid location},
    "tracking_number": null,
  }
}

Per the documentation (https://shopify.dev/docs/admin-api/rest/reference/shipping-and-fulfillment/fulfillment#index-2020-04) the only required field is the 'location_id'.

What am I missing?
