How to add tracking and trigger confirmation email - API

I am using post fulfillment update_tracking API end point to add tracking however it is not triggering the shipped confirmation email.  The partners shop is auto-fulfilling the orders and the fulfillment email is sent however they would prefer to not auto fulfill.  what are the end points to fulfill/ship an order and send email confirmation via API?
