How to install my public app in developing into other test account's development store?

Hi,

I have a partner account a which has app in development. I want to install this all into other test partner account's development store. But the app is still in not published, so the other account even can't search this app. Any suggestion?

I tried to setup the same app in the two accounts, but the installation failed due to different API keys I guess. the error msg is :

This app needs to be reviewed by Shopify before it can be installed. Contact the app developer for more information about this app.

I am pretty sure other development stores fall into the same category as other live stores which is they can't install unapproved Public apps, you must do a Custom app or private app to let any other shop install it (or just let them log in to your own development store)
