We are not getting the location_id in response from Shopify for pre-orders.
Here is the order and its response from Shopify.
Can some one provide an update on this ?

location_id is only populated on orders that have been placed via POS.
So to clarify the location which is appeared on order not the order location, its the location through which order will be fulfilled, That why the Location_id is null in response?
The location_id on the order is not the location at which the order was placed or where it is being delivered. The location_id represents the fulfillment location of the order.
