Null response from Shopify webhook for shipment_status and tracking_company

When marking an order as fulfilled in our development store this is (part of) the payload from Shopify's webhook:

Why is the tracking_company and shipment_status "null"? A tracking number and company was filled in when marking the order as fulfilled.
