Order API and Platform Fee

We are planning to develop a sales channel app for Shopify merchants. Once orders are placed on our marketplace, we want to sync the orders using Orders API Webhooks to Shopify's merchant. Even though we are not using Shopify's payment gateway; is there still a Platform Fee? is the platform fee charged to us or the merchant?

Are you asking if orders imported / created through the Orders API still receive a transaction fee? There are a few answers to this already you can find by searching. Ex.

Thanks for the link. This clarifies that it would not incur any transaction fees. However; on this link I found in the dev articles: https://shopify.dev/tutorials/build-a-sales-channel-with-the-orders-api#get-paid, it says there is a 2% platform fee charged on the total sale. Is this charged to the merchant or the partner? 

We plan to create a sales channel app using orders api.
