Using this request as an example...
If I call this endpoint several times throughout the day (say 1PM, 2PM, 3PM, etc.)
I will get a different answer (response) each time. (*Please note, it does not matter how you format the datetime values, the result is the same.)
Is this expected behavior?

Sounds like that makes sense. Your window of status any implies any order. Fine. Your other criteria of updated at seems to just be any orders from way back then, till now. So if you add an order, your count changes. What were you expecting?
