Orders/Paid webhook didn't get triggered in case of initial payment failure.

Hello Shopify Team, 

One of our customer received an order with initial payment failure which got succeeded in next try. Surprisingly, orders/paid webhook didn't get triggered. I tried to reproduce same order in my shop and webhook got triggered successfully without any error. 

Can we get some analysis on why this happened to make sure it won't happen again?

This is an issue that has been seen continually for quite a while.  It would be great to get some follow up from the Shopify side to help with the analysis so we know what is happening.  A fairly big deal that the orders don't trigger a web hook.  What if there are other web hooks missed?   Even if it is just paid order hook, that could create a lot of issues if the order is missed and may not be just us effected.

SHOPIFY TEAM any info on this?

I am facing the same issue. Order payment webhook doesn't get triggered when payment attempt initially doesn't go through
