Has anyone figured out when and how Shopify determines a customers state is "disabled". Is it determined within the checkout process or is it event driven when a customer logs in either as soon as the enter or during the checkout process? It may seem trivial but it would help a little with my understanding.

Not trivial. From subscribing to Customer webhooks we noticed that when a shopper first creates an account the initial state is 'Disabled' then a few seconds later an update occurs and the state is 'Enabled'. Waiting on Shopify staff to chime in this is interesting.
