Shopify Plus plan is not allowing Oauth scopes for write_users, read_users

I am trying to use the users api for a shopify plus store.  When I authenticate I get the error in the screenshot below.Screen Shot 2019-09-25 at 8.28.47 PM.png

 

I checked the shop.json and looked at my plan name and here is a screenshot below which verifies the shopify plus account.

I know there are different plan names and I see in the API docs that users are for shopify plus accounts only so I am confused on why this is not working.

Hi, @chandlerw88 ,

This is Evita from On The Map.

 

After OAuth you need to approve that user can read users and edit them, for that you will need to add scopes, in this case read_userswrite_users

Also seeing this error. I am in fact including read_users scope, and this is on a shopify plus store, and I'm getting the same error as above: Oauth error missing_shopify_permission: read_users

Any help?
