"ID" field in Webhook

Question 1: What does the "ID" field in the webhook events refer to?

Question 2: Can I leverage my own identifier such as a customer ID in this "ID" field? Or is it set by Shopify automatically?

The ID field is just the ID attribute of the object in question.

In this case the cart being created or updated.

They're dynamically generated by Shopify and as such you have no control over them unfortunately.
