That's a interesting question.
The approach used by zapier for integrations is popular, and I think that might work. I'm still learning, but I'm not sure I like the approach to integrations zapier takes outside of making integrations accessible to lower-skilled workers. The cost looks excessive to me as well.
I don't see any reason why you couldn't use Shopify's API via PHP, making a Shopify plugin to Woocommerce plausible. It would be a lot of work for me, and would probably be best developed by a team of coders. Someone may already be working on such a connection (makes sense to want to connect them). If not, I think it'd be worth pursuing.
Pro-tip: It will be more complicated and time consuming than you expect.
