I would Like some help ! I am currently being charge for account that I am not using. 
I would like to have some support in dissolving this issue.

Do you still have a store that is currently open? If looking to close the store, you can follow the steps listed within this guide to do so.

However, if it is a case that you are unsure of your store address or login details, can you try to locate it using this link?

Can you confirm the above?

Is the store still open and active even though you say you are not using it?

And are you able to locate your store URL using that link, and able to log in?

What you will need to do is close your store before any refunds can be looked at to see if they are possible.
