I'm looking for an app or a chunk of code that will allow for a store to charge wholesale customers an additional fee (a dropshipping fee) if they order a product and have the store ship directly to their customer. I'm envisioning something like:
If: Customer tag = "Wholesale Dealer"
If: Shipping address does not = shipping address on customer profile
Then: add $10 dropshipping fee.
Does this exist? Thanks!

Order & Product Fees is an app that can be used to help apply additional charges to orders placed by customers who have a certain tag applied to their account. However, after testing this app out, it doesn't appear that the app has the ability to take shipping addresses into account. Since this is a third party app though, I really recommend speaking to the app's developers about this directly, as they may be able to suggest a way to get both of these conditions working through the app. To contact the developers, follow the steps here.
If the app is unable to apply the shipping conditions you require, then I recommend reaching out to Shopify Experts about adding some coding to your site to offer the same functionality instead. To contact Shopify Experts about this, please use this link and click the 'Create a job' button in the top right hand corner. This will allow you to submit a request to Experts, and any Expert who can complete the job will reply back to you with a quote to add this onto your site.

Your logic is sound and in fact, all you need to do as we have done mantimes before is add product for the additional shipping charge.
You can then process through the checkout as normal
We can code this for you, not an issue, part fo this is simple liquid logic than adding a product to cart to carry the value the rest is little more complex
Essentially you can set up a product for say $10 called dropship
The tricky part is creating the functionality that allows them to specify the delivery address before going to checkout, however, this can be achieved for example we have a large distributor client were they have a similar requirement.
Essentially their main address is locked from being changed in the account section, however, allow them to add other delivery addresses when one of these is set or selected and an order is created we can automatically add the product.
Other than that this its jsut creating the process and user interface to make this simple for your customers
