Carrier Calculated Shipping is a feature available on the Advanced Shopify plan. If you are looking to add this feature to your existing plan, without upgrading to the Advanced, there are a couple of methods to achieve this:

We also need to Enable third party carrier calculated shipping at our store. We have follow your instruction to "Upgrade to an annual subscription on any of those plans and you will qualify for CCS" and upgrade to annual billing subscription.
