I can certainly explain the cause of this error and how to resolve it for you!
The reason this is occurring is because we are sending the products over to Google and Google is essentially saying that they've never seen these images before.
This can happen for a couple reasons:
This can be resolved by forcing a recrawl on Google's end.
At this time there is no current ETA on how long this can take as depends on how long Google takes to crawl your site.

This is a very common issue. This is caused by when a lot of new products are added and when Google crawls all the images at once, it can cause bottlenecks.
The biggest issue is that maybe your image size is extremely large and thus Google is waiting for a response of something that is too large. Optimizing images may increase the response rate.
Normally within 3 days, Google will try again and crawl all images.
The only way to force a crawl is by uploading a different image, with a different filename.
You can also go into the feed rules in Google Merchant Center and append a random query string. This will work too, but requires a bit of knowledge in setup.
I'm having the same problem too. Contacting the live chat they're pointing the finger at our plugins/themes. I don't want to change either unless it can be verified that others with the same apps are having the same problem. The image url is the same regardless and a slow server will still be at fault with a different theme/app too.
Yeah, we have the same problem as well.
We have about 100 products live - been live for a little under a year - that works fine and have been approved for Google Shopping.
But the latest uploaded products (20 products) have all been disapproved for Google Shopping with the error message "make sure google has permission to crawl your images".
We have never seen this before and have not done anything different, from what we normally do.
We have tried the suggested recrawl, but nothing has changed.
I would love for Shopify to get back with a suggestion for another solution and possibly a reason for the problem. Because with only 20 products, I don´t expect it to be the bottleneck, that was mentioned in a comment. I am not pointing fingers at anyone, I just really don't understand, why this problem all of a sudden occurs
Forcing a recrawl on Google's end is the best way to resolve this; however, it may take weeks for Google to actually re index the site.
There is also the rare situation of Google actively misinterpreting how the website is structured based on the code it is capable of reading from the pages. When crawling the page they may find that it doesn't appear as if the design is responsive (or responsive enough) and due to this they suspect that there must be a mobile variation to that specific page on your store somewhere. If the sitemap resubmission alone is unsuccessful, you can always temporarily try a different theme (if you have an alternate working theme available) and force the re-crawl to see if the issue is theme-specific.
At this time this is the only context I have, but I will update this thread if any new information comes to light with this issue.
More than likely just related to robots.txt file preventing crawl of your pages - its not recommended to use <meta> tags and to just refer to the below Google doc on the proper write to the robots.txt in your Shopify store to allow Google to crawl your site/images
